NEW YORK — We spotted Rihanna having dinner on Monday (7/27/2009). She wore tight Charley 5.0 strapless denim dress, revealing an incredible stardust tatoo on her neck. Rihanna accessorized with light blue Christian Louboutin Delic Pumps ($695 via Saks Fifth Avenue, available in red), and a blue head cover.
